ARE PATRONS STILL RESPONSIBLE FOR FULL ASSESSMENTS WHEN THE IRRIGATION DISTRICT IS UNABLE TO DELIVER WATER ALLOTMENTS BECAUSE OF WATER SHORTAGES?
