REGULAR BOARD MEETING

Vice-Chairman Morrow called the meeting to order at 10:00 A.M. and appointed Cyndi Presnell scribe.          

 

APPROVAL OF MINUTES

 

Director Putnam made a motion to approve the minutes of the February 12, 2008 Regular Board Meeting, the February 12, 2008 Executive Board Meeting seconded by Director Gainsforth, motion carried unanimously.

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion to approve the March Voucher List, seconded by Director Cochran, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Crescent Lake currently has nearly 48000 acre feet according to Manager McDaniels. Assistant Manager Ken Rieck said there is 18 inches of water in the snow.

 

TUMALO FEED CANAL PIPELINE PHASE I

 

Manager McDaniels described the progress of the current piping project. With the 600 foot extension being started at the end of the extension and working back up to meet at the junction of Tumalo Feed and Bend Feed. Todd Weekly believes he can get the project completed before water turn-on, but asked for a possible one week delay due to the extension. Director Putnam made a motion giving board approval of an additional week, if necessary, to Weekly Brothers to finish Phase I of the Tumalo Feed Canal piping project, seconded by Director Gainsforth, motion carried unanimously. Director Putnam asked if there was any additional commitment to DRC in exchange for the extra 600 feet of piping. Manager McDaniels said the DRC asked for an additional

.25 AF and he agreed to it. Director Cochran asked to see the DRC calculations that may back up their request for additional conserved water. Attorney Hopp recommended amending Phase 3 for the conserved water.

 

HABITAT CONSERVATION PLAN

 

Jon Burgi reported that David Evans and Associates will be nearing the completion of the District’s Habitat Conservation Plan draft by the middle of April 2008. He reported that the Portland DEA crew will come to tour the District at the end of March.

 

 

 

 

 

CENTRAL OREGON PROPERTY INVESTMENTS

 

Manager McDaniels introduced a letter from Attorney Hopp to O.G. Powell of Central Oregon Property Investments. Central Oregon Property Investments has owned the property since late 2004 and purchased it from Vince Batha. The Board agreed that a certified letter be sent to Central Oregon Property Investments giving them until the 4th of April to pay. Director Gainsforth made a motion to send Central Oregon Property Investments a certified letter, seconded by Director Putnam, motion carried with two ayes and a present vote from Director Cochran.

 

LETTER FROM LAIDLAW WATER

 

Laidlaw Water District letter to be made part of the minutes. Letter explains that their funding will not allow for them to use a temporary easement. They will have to use the easement they already have.

 

EDITORIAL ON OKLAHOMA SENATOR

 

Senator Coburn currently has 135 bills held up. Copy of article to be included in minutes.

 

WATER TRANSFER

 

Director Gainsforth made a motion to approve a water transfer for 1.8 acres of water from Bloyer to Bloyer. This is a self to self transfer. The motion was seconded by Director Putnam and carried unanimously.

 

INSTREAM LEASES

 

There were 16 instream leases totaling 273.07 acres. The deadline was March 7th, 2008.

 

LIENS

 

The final lien was paid for the 2007 Morris Case account. All past due accounts are current.

 

NEXT MEETING DATE

 

The next Regular Board Meeting will be Tuesday, April 8, 2008, at 10:00 A.M., at the District Office.

Director Putnam made a motion that the Regular Board Meeting be adjourned at 11:20 A.M., seconded by Director Gainsforth, motion carried unanimously.
