REGULAR BOARD MEETING

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Cyndi Presnell scribe.          

 

APPROVAL OF MINUTES

 

Director Putnam made a motion to approve the minutes of the April10, 2007 Regular Board Meeting and April 10, 2007 Executive Board Meeting, seconded by Director Morrow, motion carried unanimously.

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion to approve the May 2007 Voucher List, seconded by Director Morrow, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels said that Crescent Lake has 50000 acre-feet and is 58% full. Manager McDaniels said that it may hit 60000 acre feet. Assistant Manager Ken Rieck said that he believes the district will have to start taking water from Crescent as early as three weeks from now. 

 

PONDS AT DESCHUTES RIVER RANCH

 

Manager McDaniels said Weekly Brothers Construction gave us an estimate of $55,000.00 prior to beginning the project. With the project completed ahead of schedule, the actual cost was $36,861.00. Assistant Manager Ken Rieck said the controlled test, of the ponds effectiveness, was successful.

 

UPDATES ON BILLS

 

Attorney Hopp serves on the Oregon Water Resources Congress Legislative Committee. Prior to attending the Board meeting, Attorney Hopp was on a conference call with the Legislative Committee. The Bills discussed were HB2566A Exempt Water, SB683 Pesticides Reporting, and HB3540 Measure 37. Attorney Hopp said that he was on the record in opposition of HB2566A. He said that SB683 is probably dead in the Senate and the House signaled that it would be dead on arrival. HB3540 concerns Measure 37 claims and is split down party lines. The Bill provides 3 different methods for getting property approved under Measure 37. Property owners with one to three homes could use an express lane.  Property owners with four to ten homes could use a “conditional” claim. The conditional claim has transferability, a ten year window for land use approval, but does not have to be approved in less than 180 days. Property owners with more than 10 homes would still use the original Measure 37 claim.   

 

 

OTHER BUSINESS

 

COI Water

 

Attorney Hopp said COI had inquired as to the amount of water TID may want from them. COI seems to be interested in the cold water from the creek. He said the District needs to stay aware of the value of the cold water in the creek throughout any negotiations with anyone interested in water from Tumalo Creek.

 

NOAA

 

Discussion leaned toward TID doing our own plan. This plan would then be included in the Board of Control plan.

The next Regular Board Meeting will be Tuesday, June 12, 2007, at 10:00 A.M., at the District Office.
