REGULAR BOARD MEETING

Vice-Chairman Morrow called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.    

 

APPROVAL OF MINUTES

 

Director Putnam made a motion to approve the minutes of the March 14, 2006 Regular Board Meeting and March 14, 2006 Executive Board Meeting, seconded by Director Gainsforth, motion carried unanimously.

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion to approve the April 2006 Voucher List, seconded by Director Gainsforth, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels said that Crescent Lake has 23,272 acre-feet, 27% full.  Kyle Gorman, the watermaster, is forecasting 50,000 acre-feet.

 

TUMALO FEED CANAL FISH SCREEN

 

Manager McDaniels said all the work in the screen channel will be ready for water on April 17th.  There is still work to be done above the water, but that can be done with the water on. 

 

REPORT ON PUBLIC INFORMATION MEETING APRIL 5, 2006

 

See attached list of parties to whom a notice of this meeting was mailed.  Bob Morrow, Steve Putnam, and Patricia Schlueter attended the meeting, along with Elmer McDaniels, Ken Rieck, and Bob Varco.  The feeling was that the general public who attended got answers to their questions at the meeting. 

 

JOHN KEYS’ RETIREMENT APRIL 15, 2006

 

John Keys, Commissioner of the Bureau of Reclamation, is retiring April 15, 2006.  Director Putnam made a motion that Attorney Hopp prepare a letter to Mr. Keys from Tumalo Irrigation District, commending him on his service and acknowledging the help he has given the District, seconded by Director Gainsforth, motion carried unanimously.

CONSERVATION PLAN UPDATE

 

Kevin Crew said the Water Conservation Plan update was submitted November 29, 2005.  Oregon Water Resources Department went through the public comment process, and has ninety days to respond.   They did have several comments, which David Evans & Associates is working on.  See attached copy of Water Conservation Plan update. 

 

INTERDISTRICT WATER TRANSFERS

 

Central Oregon Irrigation District has received a request from one of their patrons to transfer water from land he owns in COID to land he owns in Tumalo Irrigation District.  Mr. Rieck suggested that we develop a policy to deal with such requests, which would include language to deny requests that would dry up the off-land unless it was not irrigable, difficult to deliver water to, or under development.   Manager McDaniels will take the issue to the Board of Control meeting on April 13, 2006. 

 

WATER TRANSFERS

 

            Larsen/Price to Wyman – 3.00 acres

 

Ms. Smith explained that Mr. Wyman sold his property to Larsen/Price, keeping 3.00 acres of water to transfer to his new property.  We have a signed easement on file for the delivery to the new property, and a signed work order for the new delivery.  Director Gainsforth made a motion to approve this water transfer, seconded by Director Putnam, motion carried unanimously.

 

VEHICLE IN TUMALO RESERVOIR

 

Manager McDaniels said we had a car in the reservoir yesterday.  Attorney Hopp suggested that we document the damage, so that we can recover the costs.

 

JEFF ROLA

 

Mr. Rola said there has been more initiative in renewable energy, and developing opportunities that can play a role in what is done both on-farm and in piping projects.  When we can identify areas that have a high potential for water under pressure and where there is significant fall to eliminate pumping costs, there are some significant funding options available. 

 

Mr. Rola said the Soil & Water Conservation District is developing a plan for resources around Deschutes County, putting together a Deschutes Resource Advisory Committee.
