REGULAR BOARD MEETING

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.
APPROVAL OF MINUTES
Director Putnam made a motion to approve the minutes of the October 11, 2005 Regular Board Meeting and October 11, 2005 Executive Board Meeting, seconded by Vice-Chairman Morrow, motion carried unanimously.
APPROVAL OF VOUCHER LIST
Director Putnam made a motion to approve the November 2005 Voucher List, seconded by Vice-Chairman Morrow, motion carried unanimously.
CRESCENT LAKE WATER REPORT
Manager McDaniels said that Crescent Lake has 13,025 acre-feet. See attached copy of e-mail from Bret Martin. Manager McDaniels will respond. Ken Rieck showed slides of kokanee salmon and brown trout at the head of the dam at Crescent Lake. The Fish and Game Commission is concerned that the fish are getting through the fish screen. There is no money in the budget at this time to replace the fish screen.
TUMALO FEED CANAL FISH SCREEN
Manager McDaniels said the concrete pour for the first and second sections of the floor are done.
TUMALO CREEK POND CLEANING
Manager McDaniels said we have no permit as of today. The cleaning will have to wait until fall of 2006.
CONSERVATION PLAN – FIVE-YEAR UPDATE
By law the District’s Conservation Plan has to be updated every five years. See attached draft copy. A preliminary draft copy has been provided to the Deschutes River Conservancy, at their request. The Oregon Water Resources Department will put out an official notice for public comment at the end of November 2005.

OWRC ANNUAL MEETING
The Oregon Water Resources Congress Annual Meeting will be November 30th – December 2nd, in Hood River. Manager McDaniels and Attorney Hopp will attend.
DESCHUTES RIVER CONSERVANCY, DANIELLE MacBain
Manager McDaniels and Ken Rieck met with Danielle MacBain with the Deschutes River Conservancy (DRC). They discussed the Memorandum of Understanding and leasing program for 2006. Copies of the MOU will be sent to the Board as soon as available. Ms. MacBain asked what the District’s response would be if one of our water users sold their water rights to DRC. Manager McDaniels told her DRC would no longer be welcome in the District office if that happened. Director Putnam said he believes there is a document that all water users signed, promising not to sell or transfer water out of the District.
REPORT ON OREGON WATER RESOURCES CONGRESS LEGISLATIVE AND EASEMENT SEMINARS
Attorney Hopp attended both sessions, and Director Schlueter and Ms. Smith attended the Easement Seminar. Manuals of both sessions are available for review in the District office. Under the Carey Act, in order to establish your easements, you had to map all your ditches. The Secretary of the Interior then signed the map, and that became your easement. We have not been able to locate the map signed by the Secretary of the Interior. We do have the map signed by the State Engineer. Attorney Hopp suggested that the District hire someone to search the Federal archives to find the map signed by the Secretary of the Interior. The Board agreed. Attorney Hopp said that where the District has buried pipeline which varies from the District’s easement, a new easement should be recorded with the pipeline’s current location.
CONSERVED WATER LETTER TO WATER USERS
The Board received copies of the draft of the conserved water letter. See attached copy. The Board approved the letter with one addition. It will be mailed by the end of the week.
NEXT MEETING DATE
The next Regular Board Meeting will be Tuesday, December13, 2005, at 10:00 A.M., at the District Office.
ADJOURNMENT
Vice-Chairman Morrow made a motion that the Regular Board Meeting be adjourned at 10:55 A.M., seconded by Director Putnam, motion carried unanimously.
