REGULAR BOARD MEETING

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.

 

APPROVAL OF MINUTES

 

Director Putnam made a motion to approve the minutes of the August 9, 2005 Regular Board Meeting, the August 9, 2005 Executive Board Meeting with an addition, and the August 22, 2005 Special Board Meeting, seconded by Vice-Chairman Morrow, motion carried unanimously.

  

APPROVAL OF VOUCHER LIST

 

Vice-Chairman Morrow made a motion to approve the September 2005 Voucher List, seconded by Director Schlueter, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels said that Crescent Lake has less than 14,000 acre-feet.

 

RESOLUTION FOR MAIL-IN-ELECTION

 

Director Schlueter made a resolution that the November 8, 2005 Board of Directors election be held by mail-in-election, seconded by Director Putnam, resolution carried unanimously.

 

YELLOWKINIFE WIRELESS

 

See attached copy of Yellowknife Wireless’ proposal.  The Board agreed that we would need a monthly guarantee.  Manager McDaniels will follow up.

 

SKYLINE FOREST

 

See attached copy of Deschutes Basin Land Trust information on Skyline Forest.  The Board agreed that the District could not take a position on this issue.

 

BOB HAGGERTY

 

Mr. Haggerty is interested in the excess water (tail-end water) at Deschutes River Ranch.  The Board agreed that this situation would require further study.

SWALLEY IRRIGATION DISTRICT

 

See attached copy of Swalley Irrigation District Declaratory Judgment Action.  Attorney Hopp said that, in case of possible lawsuits against the District during piping projects, this lawsuit would set the precedent for a favorable decision for the District. Director Schlueter made a motion that the District contribute $5,000 to Swalley Irrigation District towards their expenses in pursuing this lawsuit, seconded by Director DeMaris, motion carried unanimously.

 

DESCHUTES COORDINATING GROUP

 

See attached copies of Deschutes Coordinating Group Agenda for September 12, 2005, and Jeff Rola’s proposal for Conservation Services for Tumalo Irrigation District.  Patricia Gainsforth and Jeff Rola talked about the Group’s purpose and goals. 

 

DELINQUENCIES

 

Ms. Smith said there are six delinquent accounts for about $3500.  Director Putnam made a motion that Notice of Claim of Lien be filed on these accounts, seconded by Vice-Chairman Morrow, motion carried unanimously.

 

FISH SCREENS

 

Ms. Smith said the ODF&W paid 74% of total billed costs, 62.5% of total actual costs, on the Bend Feed Fish Screen, and 100% of billed expenses, 83% of actual expenses on the first billing of the Tumalo Feed Fish Screen. This exceeds the 60% they originally agreed to pay.

 

NEXT MEETING DATE

 

The next Regular Board Meeting will be Tuesday, October 11, 2005, at 10:00 A.M., at the District Office.

Director Putnam made a motion that the Regular Board Meeting be adjourned at 11:10 A.M., seconded by Director Schlueter, motion carried unanimously.
