REGULAR BOARD MEETING

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.

APPROVAL OF MINUTES

Director Putnam made a motion to approve the minutes of the March 8, 2005 Regular Board Meeting and March 8, 2005 Executive Board Meeting, seconded by Vice-Chairman Morrow, motion carried unanimously.

APPROVAL OF VOUCHER LIST

Director Putnam made a motion to approve the April 2005 Voucher List, seconded by Director Schlueter, motion carried unanimously.

CRESCENT LAKE WATER REPORT

Manager McDaniels said that Crescent Lake has 30,893 acre-feet.  Jeremy Giffin, Oregon Water Resources Department Watermaster, said he does not expect much of a bump in Crescent Lake.  He said the Deschutes River 1905 9.95 cfs will probably be cut off.  The Board agreed to run as long as we can, and then shut off. 

BEND FEED CANAL PROJECT – DEDICATION DATE

See attached copy of draft invitation.  Manager McDaniels said the dedication is set for July 8, 2005, because the Congressional Delegation is on recess that week.  It was suggested that a map be included in the invitation. Attorney Hopp suggested that the invitations to Washington, DC be e-mailed, because written mail gets rerouted to another location for safety reasons.     

BEND FEED CANAL FISH SCREEN

Manager McDaniels said this project is complete, and water is running through it.  He and Kevin Crew are meeting with Steve Marx, Oregon Department of Fish and Wildlife, to look at the discharge.   

 GERKING FLUME

Manager McDaniels said this project is complete.

 VERIZON

 Manager McDaniels said he has signed the contract.  Verizon is having a meeting with the neighbors Monday, April 18, 2005, to discuss their plans.  See attached copy of notice.

 COUNTY COMMISSIONERS HEARING – 40 ACRES (TIM EGGIMAN).

 The County Commissioners approved the zone change on 16-11-17 Tax Lot 5300, the 40 acres Tim Eggiman is buying.  Mr. Eggiman signed the contract and put $60,000 in escrow with AmeriTitle.  It will close by September 30, 2005, or when the zone change is completed.  Director Blake suggested that, since the escrow money is non-refundable, it should be forwarded to the District.

 SALE OF 16 ACRE PARCE

Manager McDaniels said 16-11-35 Tax Lot 2003 (Parcel #3) has sold for the asking price of $375,000.  The net price of $351,100 is in the bank.

PAINT TEST

Kevin Crew said the linings of the Klipple, Weber, and Flume #4 siphons are coming off.    About eighteen months ago T. Bailey repainted the failing areas on the Klipple and Weber siphons under warranty. Since then some more paint has come off.  The joints on Flume #4 siphon that Weekly Brothers did are also coming off.  The Bureau of Reclamation recommended Wassar, who recoated a joint at Flume #4 and a couple of patches at the Weber siphon, at their own expense. The recoated areas will be reviewed at the end of season, and if they have held up well, the rest of the failing areas will need to be recoated.   Mr. Crew thinks that all of the linings on the Klipple and Weber siphons may have to be redone, while only the joints on the Flume #4 siphon will need to be redone. 

IN-STREAM LEASES

Ms. Smith said we have 31 leases this year, including Bend Metro Park & Recreation District, for a total of 479.46 acres. 

WATER TRANSFERS

            Mills to Vollum – 1.00 acre Junior Right

Ms. Smith said this acre is in addition to the acre Mills transferred to Vollum last month.   Director Putnam made a motion that this transfer be approved, seconded by Vice-Chairman Morrow, motion carried unanimously.

COMMENDATION FOR CREW

Manager McDaniels said a four year-old boy was lost on Tumalo Reservoir Rd. early Monday morning.  The crew shut the water off, and the boy was found safe and sound, not in the canal.  Director Putnam commended the crew for their quick response to this emergency.

NEXT MEETING DATE

The next Regular Board Meeting will be Tuesday, May 10, 2005, at 10:00 A.M., at the District Office.  A Long-Range Planning meeting will be held after the May 10, 2005 Executive Board Meeting. 

Regular Board Meeting was suspended at 11:00 A.M.

Regular Board Meeting was reconvened at 11:35 A.M.

TUMALO FEED CANAL

Attorney Hopp said we need to do a conserved water application for the 20 cfs this project will save.  Bob Main is doing a study on the 11.8 cfs from Tumalo Creek and the 8.2 cfs from the Deschutes River.  This is subject to (1) storage rights – asking the State to pay O&M for storing water in Crescent Lake, or (2) giving them 8.2 cfs of our 9.5 cfs, leaving us 1.3 cfs of Deschutes River natural stream flow.  Director Putnam made a motion that Manager McDaniels and Attorney Hopp continue with the conserved water application, seconded by Director Blake, motion carried unanimously.

Director Putnam made a motion that the Regular Board Meeting be adjourned at 11:50 A.M., seconded by Vice-Chairman Morrow, motion carried unanimously.
