REGULAR BOARD MEETING
FEBRUARY 8, 2005, 10:00 A.M.

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.
APPROVAL OF MINUTES
Director Putnam made a motion to approve the minutes of the January 11, 2005 Annual/Regular Board Meeting and January 11, 2005 Executive Board Meeting, seconded by Vice-Chairman Morrow, motion carried unanimously.
APPROVAL OF VOUCHER LIST
Director Putnam made a motion that the February 2005 Voucher List be approved, seconded by Vice-Chairman Morrow, motion carried unanimously.
CRESCENT LAKE WATER REPORT
Manager McDaniels said that Crescent Lake has 30,685 acre-feet, 35% full.
BEND FEED CANAL PROJECT – SECTION #5
Manager McDaniels said the welding should be finished by the end of this week and the backfill will be done by the end of February 2005. A Grand Opening was discussed. Attorney Hopp is preparing a guest list. A date is yet to be determined.
BEND FEED CANAL FISH SCREEN
Manager McDaniels said the electrical needs to be done. The project should be complete by April 15, 2005.
GERKING FLUME
Manager McDaniels said the flume is down, and both sides are down to subgrade. Excavation should be done by next week. The $30,000 we expected to receive from Deschutes Resources Conservancy may not be available.
TUMALO FEED CANAL FISH SCREEN
Kevin Crew said the Frima money may not be available for the Tumalo Feed Canal Fish Screen. He is following up with Steve Marx with ODF&W.

TUMALO FEED CANAL DAM AND HEADGATE, PUBLIC HEARING FEBRUARY 17, 2005
See attached Notice of Public Hearing. Manager McDaniels and Kevin Crew will attend.
RATE EVALUATION STUDY
Manager McDaniels, Kevin Crew, Chris Mahr, and Shelby Smith met to discuss the rate evaluation study. Information should be ready for the Board’s review by the April 2005 Board Meeting.
CONSERVED WATER POLICY, FIRST READING
Attorney Hopp did the first reading of the proposed Conserved Water Policy (see attached copy). The second reading will be at the March 8, 2005 Regular Board Meeting. Notice of the second reading will be advertised in the Bulletin on Sunday, February 27, 2005.
NORTHWEST TANDEM RALLY 2005
See attached copy of letter from Sandy Green with Northwest Tandem Rally 2005. She is asking for permission to use the parking lot at Tumalo Reservoir for their bicycle rally on July 1 – 4, 2005. The concern is keeping them confined to the parking lot area, and opening the door for other requests. The Board decided to deny this request. Manager McDaniels will notify Ms. Green of the decision.
OLD TOOL TRUCK, SUBURBAN
The Board decided to advertise the 1989 tool truck on E-Bay. Ken Rieck’s wife, Louetta Rieck, is a broker, and will handle the sale. Minimum bid will be $1,500. No decision was made on the Suburban.
MEETING WITH KATHIE ECKMAN, SENATOR WYDEN’S LOCAL STAFF PERSON
Attorney Hopp said he has prepared appropriation forms for $15 million for the Tumalo Feed Canal Project for Senator Wyden, Senator Smith, Representative Walden, and the Energy & Water Development Subcommittee. Kathie Eckman is very supportive of the project. Bob Main is working on a draft for the conserved water.
NEXT MEETING DATE
The next Regular Board Meeting will be Tuesday, March 8, 2005, at 10:00 A.M., at the District Office. A Long-Range Planning meeting will be held after the April 2005 Board Meeting.
ADJOURNMENT
Vice-Chairman Morrow made a motion that the Regular Board Meeting be adjourned at 11:55 A.M., seconded by Director Putnam, motion carried unanimously.
