REGULAR BOARD MEETING

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.

 

APPROVAL OF MINUTES

 

Director Putnam made a motion to approve the minutes of the June 8, 2004 Regular Board Meeting and June 8, 2004 Executive Board Meeting, seconded by Vice-Chairman Morrow, motion carried unanimously.

  

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion that the July 2004 Voucher List be approved, seconded by Director Blake, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels said that Crescent Lake has peaked at 44,867 acre-feet.  We will start drawing from Crescent Lake this week.  Between now and the end of September, we should end up with 22,000 to 24,000 acre-feet.  Last year we ended up with 28,000 acre-feet.  Tumalo Creek has 92 acre-feet.      

 

APPROVAL OF 2003 AUDIT REPORT

 

Director Putnam made a motion that the 2003 Audit Report be approved, seconded by Vice-Chairman Morrow, motion carried unanimously.

 

VEHICLES

 

See attached copy of quote from Advanced Truck Body & Equipment Co. for a 2005 Ford F-450 (for Bob Varco) for $53,000.  A quote from the same dealer for a 2004 was $56,302.  Because the truck would be equipped with a crane, it would be equipped to handle the Bend Feed and Tumalo Feed Fish Screen Projects.  The Board felt that $53,000 for a 2005 is a good price.  Manager McDaniels will ask for competitive bids.  The question is whether to purchase a truck outright, or to finance it.  Ms. Smith will continue to work on catching up on the financials, and should be able to give the Board more information on the status of available cash within the next two weeks.

COUNTY COMMISSIONERS PUBLIC HEARING JUNE 23, 2004

 

Director Schlueter was unable to attend this hearing; therefore, there is no report.

 

LETTER FROM GRETCHEN POWELL

 

See attached letter from Gretchen Powell regarding painting the exterior of the District office building.  The Board instructed Manager McDaniels to write a letter to Mrs. Powell, thanking her for her offer, and explaining that the District has plans to paint the building in the near future.

 

OWEB

 

Manager McDaniels said we have received the final $20,000 from OWEB for Project 1B, and $180,000 for Project #4 & #5.  We will receive the final $20,000 for Project #4 & #5 when that project is completed. 

 

BULLETIN ARTICLE – BULL TROUT

END OF IRRIGATION SEASON – SHUT-OFF DATE

 

Ms. Smith asked if there was a chance that we might shut off earlier than September 30, 2004, because (1) we would need to send out notices by the first of August at the latest, and (2) water transfers should not be approved at the August board meeting, because recipients would have difficulty getting water proved up by the end of the season.  Manager McDaniels recommended that we shut off September 30, 2004. 

 

PIPE BOMBS ON GATES

 

See attached e-mail from Leo Busch, BOR, regarding reports of pipe bombs on gates and lock in the Pacific Northwest Region.

 

DAM STUDY

 

Kevin Crew said he and Manager McDaniels will go to Salem to look through the archives for the as-built drawings on the dam at Tumalo Creek and Steidel Dam in Bend.  He said the retired dam inspection evaluator, geotechnical engineer, formerly with Soil & Conservation Service is willing to help at a reasonable rate.  He previously worked with Central Oregon Irrigation District.       

 

 

BEND FEED CANAL FISH SCREEN

 

Kevin Crew said Bob Hair with ODF&W has offered $40,000 FRIMA money for fabrication of the screen panels and motor operators on Bend Feed Canal Fish Screen Project.  No more money should be spent until the contract is signed.  Manager McDaniels said that, given the size of the openings in the screens, they could freeze up in the winter, which would make it difficult, if not impossible, to run stock runs.

 

TUMALO FEED CANAL FISH SCREEN

 

Kevin Crew said the Tumalo Feed Canal Fish Screen is about 80% designed. 

 

NEXT MEETING DATE

 

The next Regular Board Meeting will be Tuesday, August 10, 2004, at 10:00 A.M., at the District Office.

Director Putnam made a motion that the Regular Board Meeting be adjourned at 10:55 A.M., seconded by Vice-Chairman Morrow, motion carried unanimously.
