REGULAR BOARD MEETING

Vice-Chairman Morrow called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.

 

APPROVAL OF MINUTES

 

Director Putnam made a motion that the minutes of the March 11, 2003 Regular Board Meeting and March 11, 2003 Executive Board Meeting be approved, seconded by Director Schlueter, motion carried unanimously.  

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion that the April 2003 Voucher List be approved, seconded by Director Schlueter, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels said that Crescent Lake has 47,474 acre-feet.  

 

PROJECT 1B

 

Manager McDaniels said the pipe on the north side of Mt. Washington Drive should be finished by tomorrow.  We should be running water in the Bend Feed Canal by May 1, 2003.

 

GRANT MONEY - PROJECT 1B

 

The Bureau of Reclamation’s Commissioner and the U.S. Undersecretary have not given final approval of our $750,000 grant yet.   

 

WATERWAY OVERLAY ZONE

 

See attached copy of letter from City of Bend.  Manager McDaniels and Mr. Crew have determined that the District’s construction is right on the edge of the waterway overlay zone. 

 

TUMALO CREEK

 

Manager McDaniels said that he and Attorney Hopp met with Roger Prowell with the City of Bend, DRC, and the Watermaster, to discuss fluctuations in Tumalo Creek.  DRC wants the five-second feet to be transferred to Tumalo Creek to be steady flow, and the District would take the fluctuation in Tumalo Feed Canal.  Manager

McDaniels said that Tumalo Creek should take the fluctuation because it is a natural creek.  Mr. Prowell suggested that the City of Bend coordinate their telemetry with ours, for better communication and control.   

 

 

ROBERT SELIGER LETTER

 

See attached copies of letters from Robert Seliger dated March 16, 2003, and Elmer McDaniels dated March 21, 2003.  Mr. Seliger has signed a work order for a self-divider between him and his neighbor, Harold Wyman.   

 

117 ACRES - HEARING

 

The hearing on the zone change for the 117 acres will be held April 23, 2003.

 

SECOND HEADGATE FEE

 

According to the District’s Rules & Regulations:  “One delivery fee shall be charged for each point of delivery of water, not fewer than one per ownership of record.  If prior to January 1, 1984, a user had more than one point of delivery into a single ownership of record, the user shall not be required to pay more than one delivery fee for that single ownership of record unless additional delivery points have since been added or until the parcel is divided into separate ownerhips of record.”  We have not been charging for additional points of delivery.  The Board agreed that, on January 1, 2004, we should start charging for points of delivery added since January 1, 1984. 

 

JOHN BELL LETTER

 

See copy of letter from John C. Bell received April 4, 2003.  Director Schlueter made a motion that Manager McDaniels handle this situation, seconded by Director Putnam, motion carried unanimously. 

 

NEXT MEETING DATE

 

The next Regular Board Meeting will be Tuesday, May 13, 2003, at 10:00 A.M., at the District Office. 

 

ADJOURNMENT

 

Director Putnam made a motion that the Regular Board Meeting be adjourned at 10:40 A.M., seconded by Director Schlueter, motion carried unanimously.
