Chairman Martin called the meeting to order at 10:00 A.M.
and appointed Shelby Smith scribe.
APPROVAL OF MINUTES
Director Schlueter made a motion that the minutes of the October 9, 2001 Regular Board Meeting be approved, seconded by Director Putnam, motion carried unanimously. Approval of the minutes of the October 9, 2001 Executive Board Meeting were held for discussion at Executive Session.
APPROVAL OF VOUCHER LIST
Director Putnam made a motion that the November 2001 Voucher List be approved, seconded by Director Schlueter, motion carried unanimously.
CRESCENT LAKE WATER REPORT
Manager McDaniels reported that Crescent Lake is at 44,403 acre feet, last month was 44,097. We are spilling 7 second feet.
SAFE DRINKING WATER ACT/SECOND READING OF RESOLUTION
Director Schlueter made a resolution that the Rules & Regulations be amended to include the following:
“The District recognizes that, historically, water was delivered through its system of canals, laterals, and ditches, not only for irrigation and livestock use, but also for domestic use. Throughout recent history the District has become much more populated, increasing the density of livestock, in addition to increasing the density of people. Because of health concerns as expressed by the Department of Human Services, Health Division, for the State of Oregon, the U.S. Environmental Protection Agency and the Safe Drinking Water Act, the District does not deliver potable water and, therefore, water users who use irrigation district water for domestic purposes shall provide a treatment method acceptable to the Department of Human Services, Health Division. Those not complying shall be subject to having their water cut off until compliance is obtained.”
Seconded by Director Putnam, resolution carried unanimously. This is the second reading of this resolution.
The District’s insurance provider, Special Districts Association, has added an exclusion to our policy, and will not cover us if someone using the District’s irrigation water for domestic purposes gets sick. Twenty accounts have not responded to the survey. Certified letters will be mailed to those accounts. Of those who have responded, seventy-seven are using irrigation water for domestic purposes. Letters will be prepared for those using irrigation water for domestic purposes, including the owner(s) name, the location of the property, and the

type of treatment being used, to be certified by the owner(s). A list of state approved treatments, to be prepared by Kevin Crew with DEA, will be included with the letter. Those not using a treatment system will be advised that they must comply, or risk having their irrigation water cut off.
CONSTRUCTION ON FLUME #4
Kevin Crew reported that DEA had designed the inlet structure as a shotcrete structure, semi-temporary, because in a few years it would be ripped out and a pipe put on the end of it. Weekly, the contractor, opted to use structural concrete instead, which is acceptable to DEA. The frame for the outlet structure has been dug, and they will start on that structure immediately. The District has provided willows, which Weekly will install at their own expense. They will seed, place jute fabric, and then topsoil on the slopes. They will also plant some native shrubs, which they will take from Coats’ field, at their expense.
PROJECT 3B
Project 3B is scheduled to go out for bid this week. The Federal grant is $300,000 instead of $600,000, which makes the project $300,000 short. Manager McDaniels said he hopes the bid will come in under estimate, which is $1.3-$1.4 million. If not, the project can be completed up to a certain point.
GOVERNOR’S TOUR
Governor Kitzhaber will tour the District’s construction projects November 26, 2001.
FISH SCREENS
Kevin Crew reported that he is working on the design of the Bend Feed Canal fish screen. Possible Federal money can only be used for construction, not design. Authorized ODF&W money of $150,000 can be used for design. The Federal money will match up to 65%, including ODF&W money. According to Mr. Crew, estimated cost for design and construction management is $30,000, and for construction is $250,000 to $300,000.
TELEMETRY SYSTEM
The Bureau of Reclamation has given the District a $20,000 grant to be used for telemetry systems. Systems will be placed at Deschutes River Ranch, the Division, railroad flat cars, and Tumalo Reservoir. A thirty-foot wooden pole has been installed at Laidlaw Butte, which was approved in writing by Deschutes County. Attachments on the existing pole would not allow it to be used for telemetry purposes. There is a possibility that the system could be automated in the future.
CRESCENT LAKE WORK
The Forest Service has approximately $40,000 to install a log boom, riprap, and remove trees at Crescent Lake. The District will pay $1,200 for concrete for anchors for the log boom.

2002 BUDGET
There will be a workshop for 2002 budget planning Thursday, November 29, 2001, at 10:00 A.M. in the District office.
MEETING WITH JOHN KEYES, BUREAU OF RECLAMATION
Manager McDaniels and Attorney Hopp will meet with John Keyes on December 6, 2001, at the Annual OWRC meeting in Seaside.
OREGON DEPARTMENT OF TRANSPORTATION
Manager McDaniels reported that ODOT wants the District to replace two pipes under Highway 20, the Columbia Southern and the Couch Laterals, in preparation for changes to the highway. Attorney Hopp said the District is obligated to replace them, and ODOT will reimburse us. Kevin Crew will design the projects.

The next Regular Board Meeting will be Tuesday, December 11, 2001, at 10:00 A.M., in the District office.
