REGULAR BOARD MEETING

AUGUST 14, 2001, 10:00 A.M.

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe. 

 

APPROVAL OF MINUTES

 

Director Bach made a motion that the minutes of the July 10, 2001 Regular Board Meeting and July 10, 2001 Executive Board Meeting be approved, seconded by Vice-Chairman Morrow, motion carried unanimously.

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion that the August 2001 Voucher List be approved, seconded by Vice-Chairman Morrow, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels reported that Crescent Lake has 53,025 acre-feet.  We are spilling 165 second feet.  We should have 40,000 to 43,000 acre-feet at the end of the irrigation season.

 

WATER SHUT-OFF

 

Manager McDaniels said the irrigation season will end September 14, 2001, at which time the Bend Feed Canal will be shut off to allow for construction on Flume #4.  The Tumalo Feed Canal will continue at stock run levels until October 1, 2001, rotating the north side the first week and the south side the second week.

 

CITY OF BEND

 

Manager McDaniels said the City of Bend has asked about the possibility of running water in the Columbia Southern Canal for seepage to ground water.  The water right they would be using belongs to the City of Bend. The question is, can they use a municipal right for that purpose, or do they have a river right?  Also, if they received mitigation credit, would the District receive mitigation credit as well?  There was some concern about reopening the Columbia Southern Canal.  Manager McDaniels will research.       

 

CRATER CREEK

 

The Deschutes Resources Conservancy has expressed interest in buying the District’s Crater Creek water right.  Manager McDaniels said that Crater Creek has poor accessibility most of the year, and produces only about 15 to 20 second feet at best.  The water right gives us the right to 40 second feet.  There are no records to verify the actual output.  Attorney Hopp said that if the District sells this right, it will be taken out of what comes out of Tumalo Creek.  The District would have to get enough money to build a piping project that would conserve at least as much if not more than would be cut out of Tumalo Creek.  Manager McDaniels will research.

RESOLUTION FOR ELECTION BY MAIL

 

Divisions 1 and 3 are up for election this year.  Director Bach made a resolution that these elections be held by mail, seconded by Director Schlueter, resolution carried unanimously.

 

DELINQUENCIES

 

Shelby Smith reported that the outstanding balance for water charges is $22,206.10, for a total of 61 accounts, 42 of which owe at least some portion of the first half.  Reminders of the District’s foreclosure policy were mailed August 1, 2001, with statements.  Certified letters will be mailed September 3, 2001.         

 

TREES ALONG KLIPPLE FLUME

 

Manager McDaniels said that some of the pine trees along the Klipple Flume are apparently dying.  Some of the sick trees are on the Rugloskis’ property, and some are in the District’s easement.  Manager McDaniels will look into having some tests done on the sick trees in the District’s easement only to verify whether the cause is due to lack of water because of the Klipple Flume replacement, or disease.

The next Regular Board Meeting will be Tuesday, September 11, 2001, at 10:00 A.M., in the District office.
