Chairman Martin called the
meeting to order at 10:10 A.M. and appointed Shelby Smith scribe.
APPROVAL OF MINUTES
Director Morrow made a motion that the minutes of the November 14, 2000 Regular Board Meeting and November 14, 2000 Executive Board Meeting be approved, seconded by Director Putnam, motion carried unanimously.
APPROVAL OF VOUCHER LIST
Director Putnam made a motion that the December 2000 Voucher List be approved, seconded by Director Morrow, motion carried unanimously.
CRESCENT LAKE WATER REPORT
Manager McDaniels reported
that Crescent Lake has 68,060 acre-feet. He
said there is no snow at Crescent Lake. He
said that, under current conditions, water delivery for 2001 may be at 80%.
LAIDLAW BUTTE – 60-FOOT POLE
Manager McDaniels said there has been no decision from the County on the 60-foot pole on Laidlaw Butte.
AMERICAN TOWER
Manager McDaniels said there has been no news on the December 5, 2000 American Tower County Hearing.
DISTRICT PROJECTS/KEVIN CREW
FISH SCREENS: Mr. Crew said that he spoke to Steve Marx, Oregon Department of Fish & Wildlife biologist, who said that the District is top priority in terms of ODF&W’s funding of fish screens. They have a program that will provide a maximum of $75,000 for State participation funding of fish screens and fish passage. That would total $225,000 for the District, Bend Feed Canal fish screen - $75,000, Tumalo Feed Canal fish screen - $75,000, and Tumalo Feed Canal fish passage - $75,000. They will fund up to 60% of the cost, or $75,000, whichever is greater. All we have to do is finalize the design and get it approved. ODF&W has finalized the design concept.

PROJECT 3B: Mr. Crew said the plans for Project 3B are 95% complete.
FLUME 4: Mr. Crew said the plans for Flume 4 are 80% complete. This project cannot be done until late summer to early fall. The fish window is from July 15 to November 15.
NEW DIRECTOR OF DESCHUTES BASIN RESOURCES CONSERVANCY
Gail Ackterman is the new Executive Director of the Deschutes Basin Resources Conservancy. She suggested that the District apply for another $200,000 for the Bend Feed Canal Project. We have already received $200,000 from DRC for Project 3B, which is Federal money. We are anticipating $200,000 from OWEB in January 2001, which can be used for matching the Federal money.
SPECIAL DISTRICTS ASSOCIATION OF OREGON MANAGER OF THE YEAR
Director Putnam made a motion that the District submit Elmer McDaniels for Manager of the Year to the Special Districts Association of Oregon, seconded by Director Morrow, motion carried unanimously.
DISTRICT PROPERTY REZONING
Attorney Hopp said Measure 7 has everything on hold. He said that Measure 7 may not apply to irrigation districts.
CONFEDERATED TRIBES OF THE WARM SPRINGS RESERVATION WATER RIGHTS
See attached copy of letter from Reed Marbut, Attorney, dated December 8, 2000. Attorney Hopp suggested a joint meeting with Swalley Irrigation District and, possibly, Squaw Creek Irrigation District, to be held at Tumalo Elementary School. Manager McDaniels will contact Mr. Marbut for possible dates. Ms. Smith will contact Tumalo Elementary School.
OREGON SOIL & CONSERVATION SERVICE/JEFF ROLA
Mr. Rola said their next
meeting will be Monday, December 18, 2000, at which they will be discussing
various projects.
CONSERVED WATER AGREEMENT
The Conserved Water Agreement was signed November 15, 2000.
BUDGET MEETING
The Budget Meeting was rescheduled for Wednesday, December 20, 2000, at 10:00 A.M., in the District office.
NEXT MEETING DATE
The Annual/Regular Board Meeting will be Tuesday, January 9, 2001, at 10:00 A.M., in the District office.

ADJOURNMENT
Director Putnam made a motion that the Regular Board Meeting be adjourned at 11:10 A.M., seconded by Director Morrow, motion carried unanimously.
