REGULAR BOARD MEETING

NOVEMBER 14, 2000, 10:00 A.M.

Chairman Martin called the meeting to order at 10:00 A.M. and appointed Shelby Smith scribe.

 

APPROVAL OF MINUTES

 

Director Putnam made a motion that the minutes of the October 10, 2000 Regular Board Meeting and October 10, 2000 Executive Board Meeting be approved, seconded by Director Morrow, motion carried unanimously.

 

APPROVAL OF VOUCHER LIST

 

Director Putnam made a motion that the November 2000 Voucher List be approved, seconded by Director Schlueter, motion carried unanimously.

 

CRESCENT LAKE WATER REPORT

 

Manager McDaniels reported that Crescent Lake has 66,374 acre-feet, up from 63,237 on October 10, 2000.  We are dumping 7 ˝ second feet.          

 

LAIDLAW BUTTE POLE SITE VISIT REPORT – 60 FOOT POLE

ACCESS TO 390 ACRES

 

Manager McDaniels reported that ODOT rejected the District’s request for access off of Highway 20.  We have applied to the State Lands Division to extend the District’s easement another fifteen hundred feet along Highway 20 to the Wallace driveway.  

 

AMERICAN TOWER COUNTY HEARING, DECEMBER 5, 2000 – 150 FOOT TOWER

LETTER FROM BOB MAIN, OWRD, RE INSTREAM WATER RIGHT FROM CRESCENT LAKE

 

See attached copy of letter from Bob Main, OWRD, dated October 24, 2000.  Attorney Hopp said that he questioned the District’s right to give away the water users’ water rights, with no benefit to the District or the water users.  Manager McDaniels suggested that the distribution should be based on the total water rights in each District.  Director Schlueter suggested that we wait for further input from Central Oregon Irrigation District and North Unit Irrigation District.  Tabled for further discussion.

DISTRICT PROJECTS/KEVIN CREW

 

Mr. Crew said that David Evans & Associates, Inc. has submitted the District’s Water Conservation Project to the Consulting Engineers Council of Oregon Excellence Awards program.  See attached copy of letter from Elmer McDaniels dated October 18, 2000.  Mr. Crew is still working on the fish screen design.  Project 3B is ready for bid.   

 

LETTER FROM USBR TO STATE RE CRESCENT LAKE

 

See attached copy of letter from USBR to OWRD dated October 23, 2000.  Director Putnam asked about the Bureau’s request (page 2, last paragraph) that the District replace riprap at the left spillway channel.  Manager McDaniels said the District will comply. 

 

WASHINGTON DC

 

Attorney Hopp said that he and Manager McDaniels need to go to Washington DC in January 2001 to follow up on the funding and make sure the District is in the 2002 budget for the District’s Bend Feed Canal Project.  Director Schlueter made a motion that plans be made for this trip, seconded by Director Putnam, motion carried unanimously.

 

OWRC ANNUAL MEETING, DECEMBER 5 – 8, 2000

 

The Oregon Water Resources Congress Annual Meeting will be December 5 – 8, 2000, at The Westin Salishan in Gleneden Beach, Oregon.  Manager McDaniels and Attorney Hopp will attend.  See attached brochure.

 

SET DATE FOR BUDGET MEETING

 

A Budget Meeting will be held December 12, 2000 following the Regular Board Meeting. 

 

LEO BUSCH

 

See attached News Release dated November 8, 2000.  Leo Busch, manager of USBR Bend Field Office, was presented with The Meritorious Service Award, one of the Bureau’s highest honors, in recognition of his outstanding contributions in the field of water operations, drainage, irrigation management, and civil engineering.  Director Putnam made a resolution that Manager McDaniels send a letter of commendation on behalf of the Board of Directors, to Mr. Busch, recognizing this honor and his work on behalf of the District, seconded by Director Morrow, resolution carried unanimously. 

 

DESCHUTES BASIN RESOURCES CONSERVANCY/GAIL ACKTERMAN

 

Gail Ackterman is the new Director of the Deschutes Basin Resources Conservancy, replacing Lisa Nye.  She will be in the District office Wednesday, November 15, 2000 at 1:00 P.M.

DECLARATION OF CANDIDATE AS DIRECTOR OF DIVISION #4

 

For the Board of Directors election for Division #4 for the term beginning January 2, 2001 and expiring January 5, 2004, the qualified petitioner was James A. Schlueter.  Since there were no other petitioners, Director Putnam made a motion that James A. Schlueter be declared elected, seconded by Director Morrow, motion carried unanimously.

 

NEXT MEETING DATE

 

The next Regular Board Meeting will be Tuesday, December 12, 2000, at 10:00 A.M., in the District office.

 

ADJOURNMENT

 

Director Putnam made a motion that the Regular Board Meeting be adjourned at 10:50 A.M., seconded by Director Schlueter, motion carried unanimously.
